What is in it

The permits and the owners under them

A horizontal well starts on one tract and ends on another. For each permit we take the tract where the lateral ends from the permit's own W-1H, and the section it starts on when the operator wrote that section into the lease name. Each owner row says which. Owners on a pad the lateral leaves and the lease does not name are kept for research, not mailed. A recorded interest in a section means the owner already holds a producing interest there. It does not establish a share in the new well.

Recorded interest is the owner's largest royalty or overriding-royalty decimal on an existing appraised property in that section; the account number is the district's. Appraised value is the 2026 certified market value on the listed accounts. The downloads carry the street address, care-of line and ZIP+4 for every row; this page shows city and state.

What the file can and can't tell you

The owners come from county mineral appraisal rolls, which list interests already producing. A first well on acreage with no production may have no roll owners yet, and the file says so instead of guessing.

The RRC record gives where the lateral ends and, through the lease name, where it starts, not every section it crosses. Ownership reflects the latest certified county roll and may not include very recent transfers. Addresses are as the district has them; postal verification is not performed.
